Warning. Rampant speculation to follow ...

Is it possible that something about installing a new version of TSVN causes
the saved cache on disk to be in a "weird state"? The install would try to
delete/replace the existing cache and then force a reboot. When the system
goes down and the program ends the cache would be written to disk. Maybe
something is interrupting that process so that on the first reboot there
are oddities in behavior until it is ended cleanly again?

A long time ago I turned on that feature so that I could see the cache
icon. For no good reason I usually force the cache program to close before
I install an update.

Just grasping based on what you think you are observing.
