Scrolling by sliding the magnifier in TortoiseMerge

Clicking the Locatorbar aligns the visible range to the middle of the mouse
cursor/magnifier which leads to a jump of the visible range.
Subsequent holding and dragging slides the visible range, but aligned to the
bottom (sometimes not the very end, depends on the size of the range) of the
magnifier.
This is valid with and without the magnifier turned on.
