The same thing affects renames as well. From the command line, I
can (and frequently do) do something like this:
   svn rm file.txt
   svn mv otherfile.txt file.txt
   svn commit

Trying this from within TortoiseSVN, however, yields the error
"'E:\Test\file.txt' is scheduled for deletion; it must be
committed before being overwritten". Which is untrue (as far as
SVN is concerned), and inconvenient -- I *can't* commit in between
the delete and the move or it'll leave the server copy in a
non-sane state.
