I think you are talking about unusual delays, not just some microseconds?

I'm not sure, but sometimes I experience a unusual delay when some larger
files are in the current folder. For example, a 300 MB database file. But I
did not figure out yet, which shell extension causes the delay: TortoiseSVN,
WinZip ore some other tool. So my answer is: YES, I can confirm the
behaviour, and NO, I can't tell you who the guilty is.
