Done in revision 4774.
The registry key is
HKCU\Software\TortoiseSVN\UpdateCheckURL
or
HKLM\Software\TortoiseSVN\UpdateCheckURL

where HKCU overwrites HKLM. If they're not set (the default), then the
check is done on our tigris.org URL.

If you want to provide your own version file, take a look at ours first
so you know how it has to look like:
http://tortoisesvn.tigris.org/version.txt
