ssh Bad Packet Length

I'm trying to check out from an svn repository on Linux system. As a
user on the Linux system I created the repository. Logged in as that
user on Windows XP and using that user in the repository URL I have no
problems with authentication. When other users (including from my
windows machine) try to Checkout or browse the repository, it prompts
for password, and then gives the message that the Connection was closed.
 Looking at /var/log/secure shows sshd complaining about Bad Packet
Length. However I can ssh as any user from the windows box to the linux
server so it doesn't seem to "really" be an ssh issue. Any ideas???
I'm using cygwin ssh as the ssh client.
