I understand the problems you face when it doesn't happen to you.
So to help, and demonstrate that it's not confined to one machine
although in this case its with a remote repository.
Two screen shots are attached. One off XP and one off Win2K.

Symptoms are repeatable (here) using a third repository on another
machine and a checkout of the root of this repository to the local machine.
So the problem can be experienced using file:/// to a local repo,
http://... to a local repo and http://... to a remote repo as shown in
the attached .png screen shot.

On this occasion, right clicked in the XP's WC whitespace.
Ran Check for modifications. (WC at rev 30)
Click Check Repository. (Fall over)
Brought up Repo Browser.
Also did an Update which disclosed that the head was at rev 32 and
updated the local WC.

Tried to scatter this lot around the screen so you can see that the repo
is responsive.

Similarly, on W2k access local WC.
Ran Check for modifications. (WC at rev 31)
Click Check Repository. (Fall over)

Remote setup.
Apache 2.0.55
svn 1.2.3 with FSFS repos
NT4.0
Using SVNParentPath to accommodate multiple repositories.

XP Pro fully patched.
Tortoise rev 4673 (Today's)

Note. I don't see the problem on a checkout of TortoiseSVN when
accessing your repository.
