Consistent revision when retrieving from repository

I asked a question on TortoiseSVN and Subversion user mailing lists. It
goes something like this:

When using checkout, update or export to retrieve items from the
repository, does Subversion guarantee that all items from each
repository are retrieved from the same revision?

I've gotten some conflicting responses. Here are the threads: Subversion
[1] and TSVN [2]. Simon says [3] that TSVN provides this guarantee, but
Subversion does not. Scott says [4] that Subversion does indeed provide
this guarantee.

Maybe Subversion has changed over time to provide this consistency. Is
TSVN performing more work than it has to?

Simon says [5] I should ask this question on the TSVN dev list. So here
I am, asking the question. Can someone reconcile [3] and [4]? TIA.
