Linking to TortoiseSVN.dll without explorer

Hello,
I was wondering if it is possible to execute the TortoiseSVN.DLL from
outside of
windows explorer?

Specifically I have a C++ app and I'd like to use some of Tortoise's great
dialogs for
add/update/commit.

Has anyone done this?

Is it even possible?

Can I link to the DLL with some COM magic?

Can I force Explorer to "pop up" a dialog for a particular directory or
file?
