TSVN doesn't do anything apart from read and write that value. As the
doc link said, subversion will read the config from 1 of 5 places, one
of those being the registry. Subversion uses it directly (it also
affects the CLI), so the syntax will be defined by SVN. If it's not in
the book you will have to try the SVN list.
