The error message doesn't look familiar to me and I've worked with
Windows Installer a lot. It surely isn't a launch condition message for
the current MSI file, because the text of those messages is different.

Maybe it's a caching problem? Maybe some older version of the
TortoiseSVN installer is still hanging around and is triggered by the
new MSI file? Maybe you could try Microsoft's "Windows Installer
CleanUp Utility" (just Google for the download link).
