Subversion has much more traffic and many more developers, so it is
essential to subdivide.

What would we gain from a user list? There are several people answering
the RTFM questions apart from the developers. It's just that they don't
do it all the time. And those people would probably want to watch the
dev list too, just so they can keep up with what is going on.

The only way for the devs to know if a question has been answered fully
is to read every message, so it's no real saving.
