The problem isn't the status of the files. And added files *are*
included in the resulting patchfile.
The problem here is files withing an added *folder*, because if you
add a folder, that means changing the directory structure which
'patch' can't handle.

And yes, this would be a request for the Subversion list.

And my guess is that this wouldn't even be a big change in the
Subversion code...
