How about including that code in TortoiseProc.exe, but _without_
adding another context menu entry. I.e. to execute that command, one
would have to start TortoiseProc.exe from the command line (or via a
link) directly.

Something like this:

TortoiseProc.exe /command:rebuildiconcache

That way, we would 'ship' that feature with every release, but can
avoid cluttering the context menu even more.
