[TSVN] Windows explorer Icons [again]

Sorry guys ...

I upgraded to TSvn 1.2.4 as soon as it was available in the hopes that icon
overlay updates would be fixed. I must've misunderstood the issue.

The problem I'm seeing is that the top-level WC folder fails to update until
I double-click into the folder. For example, starting with a freshly
committed WC:

Folder overlay shows no changes

Work on project, files get modified. WC top folder still shows no changes.
Double-click in and the individual files show modified. Move back up a
level and the top folder now indicates changes.

Yadda, yadda, yadda ...

What's the deal? Is this fixable with TSVN, or is it a Windoze problem that
will require a Windoze change to get working correctly?
