[TSVN] TortoiseSVN 1.2.4 released

Hi,

There was a bug in TortoisePlink in version 1.2.3 which we released
yesterday. That bug prevented connecting to svn+ssh:// URLs.
So we released version 1.2.4 which fixes this bug.
