On Show Log for the whole repository I see all log messages including
entries for each Tag creation.
Similarly on Show Log on the Tags folder I see log messages for each tag
creation.

So it's possible the issue is an old one that's been fixed now or I
completely missed your point.
I'm using TortoiseSVN rev 4460.
