[TSVN] Prevent Office File Corrupions

Dear TortoiseSVN developers,

On the Subversion developer list there were some posts on "Corruption of
open MS Office files". We also experienced something like this.
It would be good if there could be some checks before commit on Office
files to determine if they open or not. If there were open Office files
there should be a warning dialog displayed (or don't allow the commit at
all)
