[TSVN] Bug with Recursive Commit on external projects when properties modified

I like to report a bug with commit when I modify the Properties on the top
level folder. The common project pulled in using svn::externals cannot be
commited recursively.

Eg. The setup is

C:/Project/ - top level folder checked out, contains svn::externals
property "Common svn://repostory"
C:/Project/Common/ - The external project folder

1. Modify a property in C:/Project (eg, tsvn:logminsize)
2. Create a new file in C:/Project/Common
3. Add new file
3. Commit at C:/Project
4. Commit fails, error message as follows

Error: Are all the targets part of the same working copy?
Error: Working copy 'D:\Project\Common' is missing or not locked
Error: Please execute the "Cleanup" command.

I have to commit C:/Project/Common first, before committing on C:/Project/
