Yes. You can use hook scripts on your SVN server to accomplish that.

Well, there is no difference between the trunk, a tag or a branch in
Subversion other than what you decide it to be. (Read the Subversion book.)
Saying that a "tag is really a branch" is about as correct as saying "the
trunk is really a tag"...
