That's not TSVN failing but Subversion (the library TSVN relies upon).
So if you really want to have this changed, you have to ask for this on
the Subversion mailing list.
But you should be aware that Subversion does *never* overwrite data it
doesn't know (e.g. unversioned files/folders).
