[TSVN] Repository-Wide Properties

Is there a way within TSvn to add repository-wide properties (i.e.
svn:ignore)? I know I can switch to the root (instead of trunk); but,
I'm not too fond of this idea based on how much code we have checked in.
It wouldn't be a horribly huge ordeal, I'm just being kind of lazy
because it only affects us during a branch. Basically, when I branch,
properties aren't copied and I want them to be. Is this normal? I
imagine so.
 
One possible solution that I thought of was to allow users to modify
properties from the Repo Browser. Just a suggestion. I'm not sure on the
feasibility of it.
