[TSVN] Unable to update svn:externals from repository

Hi

I am having no success while trying to get a folder populated with files
from an external repository.

In an existing folder called Externals is an existing folder "iqIOPF"
which receives files from an external URL, no problems.
Added a new folder in externals "FastMM" and committed.
Added a new svn:externals property, successfully pointing to a separate
repos "http://ExtRepos/svn/FastMM/Trunk"
Attempt to update so WC file set can populate local FastMM folder.
Receive the following status.

External: E:\DUnitModsWC\Externals\iqOPINI
Completed: E:\DUnitModsWC\Externals\iqOPINI - at revision: 27
External: E:\DUnitModsWC\Externals\FastMM
Error: Working copy 'E:\DUnitModsWC\Externals\FastMM' locked
Error: Please execute the "Cleanup" command.

No amount of scrubbing and polishing, or lock releasing helps.
I can checkout a WC from the FastMM/Trunk to a separate folder no
problems and nothing is locked.

TSVN rev 4361 and svn is 1.2.3 on XP Pro.

Any clues?
