[TSVN] TortoiseSVN works on Windows 2003

(The issue tracker seems to be down, so I don't know if this is already an
issue; if so, apologies for the duplication.)

The main TortoiseSVN page lists the system requirements as "Win2k SP2 or
WinXP". This should likely be amended -- I'm currently using TortoiseSVN
on my computer which runs Windows 2003 Server, and it's working perfectly fine.
