Ok firstly, I guess this is one of the reasons why Stefan has spent time
'getting around' TCVS's gluttony of overlay slots

Rant aside...

How does TCVS decide that a non versioned file should be ?

My dev environment has separate bin / obj directorys, will this 'smart'
feature flag them as 'please add it to make me happy' or is it smart enough
to look at a list of ignores.

Does that mean I have to maintain a list of ignores, where is that list of
ignores stored how is it maintained, SVN already has a 'SVN:IGNORE'
property, will that suffice or do we need a 'TSVN:SMART-IGNORE' or even a
'TSVN:SMART-ADD' (that list could be shorter).

I fail to see the 'good side' of this feature - all I can see is me needing
to maintain a repo or even folder level 'TSVN:SMART-ADD' lists.
