Hard to do this in a way which is easily visible, and gives a proper
explanation.

If you have (3) you need (2) as well, otherwise there is no way to
restore the warning, so I would not bother with (3).

How about:

4) Display the popup after the user presses [ OK ] (maybe with an option
to cancel).
