I have used Wink (http://www.debugmode.com/wink/) to create TSVN
tutorials for our developers here. I was very happy with it since it
easily lets you capture, tweak and annotate screens, exporting to Flash,
HTML, PDF, etc.. It's also free.

The tutorials I made are very specific to our project, or I'd consider
making them available.

Wink saves a project file, so you can come back later and insert frames,
remove frames, etc.
