That's MS way to tell you that a required dll is missing.

No need. That dll is only used after a crash. As long as the program
doesn't crash, the dll isn't required.

The reason TSVN ships with that dll is that on Win2k, the dll shipped
with the OS isn't recent enough (can't write minidumps due to a bug). So
we wouldn't get useful crashreports on those OS.

That's an error shown by TortoiseBlame directly, so it is run
'successfully' and has all required dlls.
