TortoiseSVN is designed for Windows Explorer. It *may* work with Total
Commander (check our online FAQ for instructions), but it is not guaranteed.

If you can view the remote folder using Windows Explorer then you should
be able to use TSVN. In settings dialog, on the Icon Overlays page, you
need to check 'Network drives' in the Drive Types group box. Network
access tends to be slower, so it is not enabled for those by default.

If you can't view the remote filesystem in explorer, then you can't use
TSVN.
