Yes, even the english file isn't included in the installer. IMHO it's
not necessary because if you run it without any params, the information
of that file is printed out on the command line. That file was intended
only for those who don't use TSVN at all and wanted to check the tool
out first before downloading it.

But I'm open if people like to have that file included in the installer.
Just not for the 1.2.2 release anymore (which btw I will start building
in a few minutes).
