I'm able to get this too...
If I put a bad path (e.g.file:///C:/devel/svn_repos/branches//gtk_2_0) in the URL box of theswitch dialog and hit the "..." browse button, that is what happens.
It looks like it is in the subversion code, not the tortoise code, butI wasn't sure so I figured I'd let you know.
