Congratulations! You are, like, the 10th (Stefan would probably say
100th) person to not see the FAQ about this: :)

You're right it is annoying, but it really is the Explorer's problem,
not TortoiseSVN's. However, Stefan has made some changes in the latest
nightlies that seem to make Explorer work better, if not 100%.
