No, it does not cover ignores or externals, but it does cover a better
way to add a project to SVN without all that fiddling around with
import/delete/checkout. It's is a way of saying 'import this project and
make it a checkout at the same time'.

If we want to do a better GUI version of import, it should probably be
based on this (a variant of svn checkout) rather than the existing svn
import. I was just explaining why we might not want to start working on
something immediately.
