[TSVN][PATCH]32/64 bit API compliance

Hi dev,

This should be a low-risk patch: If problems exist, they
should be found by the compiler.

For OnNcHitTest(), I kept the old declaration for VC7.1
and earlier. This may probably be removed but I had no
chance to test it.

Modify calls to machine dependent functions to support both
32 and 64 Windows (use LONG_PTR instead of LONG etc.).
