This was almost the problem, but not quite. When I selected merge, I
right-clicked on a file within my branch rather than clicking in empty space
This info is displayed on the bottom in static text, so it doesn't really
stick out as being an argument.

At the very least, more descriptive error messages are in order here. I
think merge should be smart about this, though. If the left/right sides of
the merge are directories, but the target is a file, the folder the file's
in should be used as the target.
