When installing:
* if it's a clean install, the package looks for [ProgramFilesFolder],
which is, I believe, localized since it comes from the system. It
stores whatever path is chosen in the registry.
* if the key HKLM/TortoiseSVN/Directory exists, the package uses the
path in that as the initial install location - that path isn't
manipulated to make it localized, but then, it should be localized
already, since at _some_ point, there was a clean install....?
