I think it would be nice to have .... maybe we could call it "Compare
with Working Copy" like other places in the UI. That would make it
obvious what it's doing.
I agree that the default the "Compare Differences" should show the
change that occurred in that revision, but the other option would be handy.

I just install the nightly (Build 4121) .. and it still happens.
I just noticed that if I choose 2 revisions and choose "Compare
Revisions" it works fine (file list window appears and double-clicking
opens the external diff tool).
If I choose a single revision and select, "Compare with working copy"
... then the built-in diff tool is opened.
