It would be possible to make WiX-based MSI packages for each language
pack. In fact, it might even be possible to make just one skeleton,
then have a text-substitution part of the build process specify which
files (languages) to include in each generated MSI.

A build tool other than batch files would get my vote, really. But,
baby steps ;)
