TortoiseSVN doesn't know which tag is created from a higher revision. To
find that out, TSVN would have to fetch the log for both tags and
analyze it first. I don't think that is really worth it, because
fetching the log can take quite a while and you'd have to wait even
longer before you can see the diff.
