[TSVN] Is tsvn refreshing continuously now (4061)

On a 1.4GHz box running TSVN 4061 nightly I can see Icons refreshing at
about 0.7 sec intervals.
This seems to interfere with the the user's ability to open versioned
folders, (maybe others too).
TaskManager sees TSVNcache ticking over at a very low rate (6%).
There are no other processes gobbling more CPU cycles than the cache.
Applications seem to run OK, Delphi, OpenOffice.Calc and Beyond Compare.
There had no been any versioned files changed in the previous 25 mins.

Reverted to r4038 and the problem has not re-manifested itself.
