It should be universal from the start. If we do it later, the code will
get very ugly.

That's the JIRA format. I don't think it's a good idea to take just the
format of a proprietary issuetracker.

You should consider that most people won't write a whole plugin just for
their issuetracker. *if* we implement something like this, it should
work with most known issuetrackers with a small change in e.g. a config
file only.
