That seems a strange way of working. How was that WC produced?

Try svn status -v
Try subversion 1.2.1 (binaries released today)

TortoiseSVN is a subversion client using the standard subversion
libraries in exactly the same way as the command line client does. TSVN
1.2.1 uses the 1.2.1 subversion library.

Just to check, you did download the standard version of TSVN and not the
.NET version, which uses _svn folders instead of .svn folders?

And you did reboot after installing TSVN?

It seems that you have a strange working copy, and there's nothing we
can do about that!
