If tsvn:projectlanguage isn't set, just set it.

- if you have multiple spellchecker installed, you most likely did that
because you need all of them
- you never will need all of them for the same project, so a client
option would be completely useless
- the spellchecker to use therefore needs to be set per-project -->
tsvn:projectlanguage.
