Just an update,

turns out OpenSSH doesn’t even support the platform I was running it on
(Windows Server 2003) - just a case of not RTFM :)

I don’t think it will ever be supported, I get the feeling that there won't
be any more updates to OpenSSH on windows without being a part of cygwin -
the latest version of openssh was built July 2004 :(
