[TSVN] $Date$ is alwals expanded to UTF-8 in 1.2.1

Hi

I'm using TSVN 1.2.1 on windows2000 (Japanese).
TSVN 1.2.1 expands $Date$ to UTF-8 encoded Japanese even when
editing SJIS encoded Japanese files, so the files ended up having
both UTF-8 encoded Japanese chars and SJIS encoded Japanese chars.

TSVN 1.2.0 expands $Date$ to English chars, so I've not had any
problem with TSVN 1.2.0.

How can I prevent the problem?
