[TSVN] Automatic language settings with WinXP MUI

I use at work the WinXP MUI (MultilanguageUserInterface). With this each
user can get his own language of the windows user interface. I would
like to have a feature, where you can either select the actual language
of TortoiseSVN automatically from the user settings (by the operating
system) or do it manual like it works already today.
I use for this always the "GetUserDefaultUILanguage()"-function from the
WinAPI, to detect which language is actual used. (OS >= Win2k ?)
Default should be the automatic language detection, when it fails it
should take the default language (english).
