[TSVN] TortoiseSVN uses "ssh.exe" instead of "tortoiseplink.exe" for some GUI screens

When using the revision graph or when using the "check repository"
function on the "check for modifications" dialog, TortoiseSVN seems to
be using "ssh.exe" instead of "TortoisePlink.exe".

I verified this using filemon.exe - it searches the path for ssh.exe and
if it doesn't exist, fails.

I worked around it by copying TortoisePlink.exe to ssh.exe inside the
TortoiseSVN directory, but I think this might be a bug.
