[TSVN] svn+ssh setup on a windows box

I realise this is a 'mostly subversion' related question but there are more
windows people on this list than 'over there' ;)

Ok, ive been battling most of the day trying to get svn+ssh working on a
windows -> windows situation that doesn’t involve using cygwin (no offence
to any cygwin devs, it just wont fly in my shop).

Ive successfully got svn:// working (easy), I have got OpenSSH working with
successful logins, but when I try to svn+ssh my svn box I get the (seemingly
common) repeated password prompt / 'unable to write to standard output'
errors

When I get this right I will be writing a howto for setting up a svn+ssh
windows server (just remind me if it doesn’t turn up in a week ok), the only
ones I have seen involve cygiwn or linux

So does anybody have any pointers - maybe somebody has been successful in
doing this.
