No, that is not correct. SVN 1.2.1 has already been officially
released, so there won't be any bugfixes for the 1.2.1 windows
binaries. Waiting for the 1.2.1 command line apps does not change
anything. The bug in zlib is not related to subversion.

Just both teams (svn and tsvn) are waiting for an official zlib bug
fix before releasing the binaries, and tsvn gave up waiting first,
that's all.
