We have 4 files to sort here:

1. The current changelog.txt. This could move to www.

2. The nightly build ReadMe.txt. This could move to www, or we could
simply reference the copy on mapcar.org directly. There may be a brief
window when it is unavailable during the nightly upload at 0100 GMT.

3. The released changelog.txt. This could be copied to the
tigris/sourceforge download folder when TSVN is released.

4. The SubWCRev.txt help file. Logically, this should go with the rest
of the documentation on SourceForge.
